N.H. Admin. Code § Ahp 204.03 - Right to A Hearing
Any person having a dispute with the board shall be entitled to a hearing of the dispute if:
(a)
The legal rights, duties or privileges of that person will be determined in the
course of deciding the outcome of the dispute; and
(b) Constitutional, statutory or case law
requires the board to hold a hearing before determination of those rights,
duties or privileges.
