N.H. Admin. Code § Cor 301.04 - Fire Safety
(a) The director of
the New Hampshire department of safety, division of fire safety, or the local
fire department shall be requested to inspect each residential facility of the
department and its organizational sub-divisions, residential treatment unit,
and the secure psychiatric unit at least annually to determine fire safety, and
to report the results to the chief administrator of each facility. The
department's administrator of logistical services shall coordinate such
inspections. The chief administrator of each facility shall comply with or
shall request a waiver from the requirements and recommendations of the
director of the New Hampshire department of safety, division of fire safety, or
local fire department. Items that require additional funding shall be reported
by the commissioner for inclusion in appropriate budget submissions.
(b) There shall be fire and emergency
evacuation plans for each facility that are reviewed regularly and updated as
necessary and such document shall be submitted to and approved by the state
fire marshal.
(c) Fire drills for
each departmental facility shall be conducted regularly involving persons under
departmental control, patients of the secure psychiatric unit, staff, and
visitors.
(d) The department shall
provide employees with training in fire safety, fire prevention, and limited
firefighting.
(e) There shall be a
written fire and disaster plan for each facility that shall include detailed
actions to take in the event of fire or similar disaster at the facility. Such
plan shall include evacuation as an option or such other approaches to minimize
damage, injury, loss of life, or breaches of security in such situations as
determined to be the most pragmatic by the state fire marshal and the
administrator of logistical services in consultation with the chief
administrator of each facility.
