(a) Sporting clubs
may hold a sporting club youth pheasant event for the purpose of introducing
youth hunters to pheasant hunting, promoting New Hampshire's special heritage,
and teaching hunting practices.
(b)
For purposes of this section, a sporting club shall be an organized sporting
club as defined in RSA 206:2,
III.
(c) The youth pheasant event shall be held on
club property or on other land for which written permission from the landowner
has been obtained.
(d) No other
hunting, field trial, or related activities shall be allowed during this
event.
(e) Sites identified in
Fis
1205.01(c) shall be at least 25 acres
in size.
(f) Youth hunters shall be
12 - 15 years of age.
(g) Youth
hunters shall be accompanied by an adult 18 years of age or older who is
licensed to take pheasant.
(h) The
adult accompanying the youth hunter shall not carry a firearm, bow and arrow,
nor crossbow that could lawfully be used for the purpose of a take.
(i) Each adult shall not be accompanied by
more than one youth participating in the sporting club youth pheasant
event.
(j) The daily bag limit
shall be no more than 2 pheasant per youth.
(k) The sporting club shall comply with the
requirements for possession as specified in
Fis
804.09,
Fis
804.10,
Fis
804.15, and
Fis
804.16, except that permits to possess or release
shall not be required for a youth pheasant event.
(l) The importation of pheasants shall be in
compliance with NH department of agriculture, markets, and food administrative
rules
Agr
2114.01, entitled "VS Form 9-3 or Permit and CVI
Required", pertaining to the certification and permit required for poultry
before importing any birds into the state.
(m) Sporting club youth pheasant events for
taking pheasants as described in paragraph (a) above may be held Saturday and
Sunday on the 2 full weekends in September immediately prior to September
29th.
(n) The sporting club shall
be responsible for:
(1) The administration and
registration of participants for the event; and
(2) The purchase and release of pheasants for
the event.
(o) Use of
state owned wildlife management areas shall be subject to the requirements of
Fis
902.01.
(p) No fees shall be charged by a sporting
club to any individual participating in a youth pheasant event in any
capacity.
(q) Inspections for
compliance shall be as specified in
Fis
804.06.
(r) A sporting club shall notify the fish and
game department of any youth pheasant events by:
(1) Submitting a letter by mail, hand
delivery, or by email that includes:
a. The
date, time, and exact location of the event;
b. The name of the sponsoring sporting club;
and
c. The name and phone number of
the event administrator;
(2) Letters hand delivered shall be delivered
to the wildlife division at fish and game headquarters in Concord, New
Hampshire, at least 7 days prior to the event;
(3) Letters mailed to the fish and game
department shall be postmarked at least 14 days prior to the event and
addressed to:

(4) Emails shall be sent to the fish and game
wildlife division at wildlife@wildlife.nh.gov, with "youth pheasant hunt" in
the subject line, at least 7 days prior to the event.
