N.H. Admin. Code § Res 214.01 - Decisions
(a) All decisions
rendered by the presiding officer shall be:
(1) Made on the basis of the evidence of
record only;
(2) Based upon a
presentation of the evidence of record; and
(3) Issued in writing or stated in the
record.
