N.H. Code Admin. R. Ins 1908.05 - Assessment and Disbursement Plans
(a)
Each year, the board shall specify its assessment and disbursement plans for
eligible subsidies under this part. The assessment and disbursement plans shall
each be considered amendments to the association's plan of operations pursuant
to
RSA 404-G:5 and
shall conform to all applicable requirements of RSA 404-G.
(b) The board's assessment plan shall apply
to all association members and shall be calculated to provide sufficient
revenue to cover actuarial projections of anticipated subsidies, calculated in
accordance with this part.
(c) The
board's disbursement plan shall:
(1) Add
available funds remaining from the prior year to anticipated current year
assessments, investment income and experience period subsidies;
(2) Subtract anticipated expenses, including
windup expenses; and
(3) From the
remaining funds, calculate subsidies in accordance with
Ins
1908.04(b) for eligible carriers,
including prior unfunded experience period subsidies, based on the applications
and experience data submitted by carriers.
(d) The board shall notify subsidy eligible
carriers of the disbursement plan no later than November 1 of each
year.
(e) The board shall collect
assessments in accordance with its assessment plan and make payments in
accordance with its disbursement plan.
