N.H. Code Admin. R. Opt 105.02 - Quorum
A quorum shall be required to hold a meeting, conduct a hearing or receive information of any kind, and final action shall be taken only by the affirmative vote of a majority of the board members eligible to participate in the matter in question. A member of the board would not be eligible to vote on any disciplinary action where he or she had a relationship with any party to the action including one of doctor-patient, family member, colleague or friend, or had any other experience or knowledge which would cause such member to prejudge the outcome of the action under consideration.
