N.J. Admin. Code § 1:1-7.1 - Service; when required; manner
(a)
Service shall be made in person; by certified mail, return receipt requested;
by ordinary mail; or in any manner which is designed to provide actual notice
to the party or person being served.
(b) Any paper filed shall be served in the
manner provided by (a) above upon all attorneys or other representatives and
upon all parties appearing pro se, either before filing or promptly thereafter
unless otherwise provided by order.
(c) Service by mail shall be complete upon
mailing.
(d) The standards of
personal service contained in R.
N.J.S.A. 4:4-4 of the
New Jersey Court Rules shall apply to contested cases when personal service is
required and this section is inapplicable.
