N.J. Admin. Code § 18:5-3.15 - Possession of cigarettes by licensed resident distributors
Duly licensed resident distributors may not have in their possession packages of cigarettes, other than those in the original, sealed, manufacturers' shipping container or case, to which New Jersey revenue tax stamps or revenue tax stamps of any other state have not been affixed.
