N.M. Admin. Code § 18.3.6.2 - SCOPE

This rule applies to motor carriers of tariffed services to include ambulance, household goods, shuttle, taxicab, nonconsensual towing, and specialized passenger services (limousine, non-emergency medical, tour and sightseeing).
