N.Y. Comp. Codes R. & Regs. Tit. 11 § 54.12 - Authorized foreign and alien insurance companies
No authorized foreign or alien insurer shall deliver or issue for delivery within this State any variable life insurance policy unless the insurer shall comply substantially with the provisions of this Part which, in the judgment of the superintendent, are reasonably necessary to protect the interests of the people of this State.
