N.Y. Comp. Codes R. & Regs. Tit. 12 § 43.9 - Firm installation
A machine shall be installed on a firm and substantial base and, unless rendered stable by its weight, design or method of installation, shall be securely fastened in place by means requiring the use of tools for loosening or removing.
