N.Y. Comp. Codes R. & Regs. Tit. 15 § 121.2 - Regulations

These regulations are established by the Commissioner of Motor Vehicles and govern the operation of the Traffic Violations Bureau, the agency created to assume jurisdiction over traffic infractions. The infractions are civil in nature, and proceedings before the bureau are not subject to requirements of the Criminal Procedure Law. The bureau will operate in those jurisdictions authorized by the Legislature.
