N.Y. Comp. Codes R. & Regs. Tit. 19 § 211.50 - When a boxer is down
A boxer is down if:
(a) any part of his or her body other than
his or her feet is on the ring floor;
(b) the boxer is being held up by the ring
ropes; or
(c) the boxer is rising
from a down position.
