N.Y. Comp. Codes R. & Regs. Tit. 2 § 101.3 - Manner of sale
Such sale shall be effected by public auction held in the following manner:
(a) Subject to the
provisions of section
101.2 of this Part, at such day,
time and place as shall be determined by the Superintendent of State
Police.
(b) By a member of the
Division of State Police, or in the discretion of such superintendent, by an
auctioneer qualified as such in accordance with law.
