N.Y. Comp. Codes R. & Regs. Tit. 21 § 53.2 - Pilot station at western end of Long Island Sound
Sandy Hook pilots assigned to vessels bound into the Port of New York by way of Sands Point or Execution Rocks or out of the port by the same route shall board or leave such vessels in a boat stationed at City Island or some other convenient and safe location authorized by the commissioners. Long Island Sound-Block Island Sound pilots in vessels arriving or departing by way of Sands Point or Execution Rocks shall use similar boat service.
