N.Y. Comp. Codes R. & Regs. Tit. 21 § 5504.1 - Reasonable speed
No person shall operate a motor vehicle on the vehicular crossing at a speed greater than is reasonable and prudent under the conditions, and without having regard to the actual and potential hazards then existing.
