N.Y. Comp. Codes R. & Regs. Tit. 21 § 5504.5 - Payment of toll
All vehicles which intend to cross any bridge shall first pay the toll prescribed by section 5502.1 of this Chapter at the regularly established places or booths for the collection of such tolls.
