N.Y. Comp. Codes R. & Regs. Tit. 21 § 5504.6 - Proper entry upon facilities
Entry upon the facilities except at the toll plazas designated for such purposes is prohibited, without regard to intent to evade tolls. Violators shall be assessed for tolls properly payable in accordance with the toll rate schedule as listed in section 5502.1 of this Chapter.
