N.Y. Comp. Codes R. & Regs. Tit. 21 § 5504.8 - Stopping and parking
No person shall stop or park a vehicle upon the vehicular crossing except:
(a) when necessary to
avoid injury or damages to persons or property;
(b) in compliance with the direction of an
authority employee;
(c) while paying
tolls;
(d) when disabled;
(e) in areas on the vehicular crossing
provided and marked by signs, striping or other devices marked for such
purposes; and
(f) at designated
stopping points prior to customs and immigration and related inspection booths
and areas.
