N.Y. Comp. Codes R. & Regs. Tit. 21 § 5505.2 - Disruptive conduct
Any person who shall conduct himself in a manner which interferes, or threatens or tends to interfere, with the free, orderly and safe flow of traffic on the facilities can be denied the use of the facilities.
