N.Y. Comp. Codes R. & Regs. Tit. 21 § 5700.2 - Closing of facilities

When, in the sole and exclusive judgment of the authority employee then in charge, conditions exist which constitute an actual or potential danger to the health or safety of any person or which are causing, or which threaten to cause, damange to property, such authority employee then in charge may order that the facilities, or such portion thereof as he may determine, be closed to all or any part of the public for such time as such authority employee then in charge may deem necessary. Conditions which might precipitate such action include but are not limited to fire, flood, snow, ice, rain, hail, wind, accident, overcrowding, riot, civil commotion, explosion (either chemical or nuclear), or simple threat of bodily harm or property damage.
