N.Y. Comp. Codes R. & Regs. Tit. 21 § 700.5 - Denial of access to records
(a) A denial of access to records shall be in
writing, state the reason therefor and advise the requester of the right to
appeal.
(b) A failure to provide
requested records promptly, as described in section
700.3(c) of this
Part, shall also be deemed a denial of access.
