N.Y. Comp. Codes R. & Regs. Tit. 4 § 2.1 - Exempt class
(a) Positions
in the exempt class are those, other than unskilled labor positions, for which
competitive or noncompetitive examinations or other qualification requirements
are not practicable.
(b) Positions
in the exempt class shal be listed in Appendix 1 of these rules and made a part
hereof.
