N.Y. Comp. Codes R. & Regs. Tit. 6 §§ 218-4.1 - Zev percentages

(a) Commencing in model-year 2007, each manufacturer's sales fleet of passenger cars and light-duty trucks, produced and delivered for sale in New York, must, at minimum, contain at least the same percentage of ZEVs subject to the same requirements set forth in California Code of Regulations, title 13, sections, 1962, 1962.1, 1962.2, 1962.3, 1962.4, 1962.5, 1962.6, 1962.7, and 1962.8 (see Table 1, section 200.9 of this Title) using New York specific vehicle numbers.

(b) Commencing in model-year 2025 each manufacturer's sales fleet of medium-duty and heavy-duty vehicles, produced and delivered for sale in New York, must, at minimum, contain at least the same percentage of ZEVs subject to the same requirements set forth in California Code of Regulations, title 13, sections 1963, 1963.1, 1963.2, 1963.3, 1963.4 and 1963.5 (see Table 1, section 200.9 of this Title) using New York specific vehicle numbers.
