Prior to filing a Formal Complaint, parties complaining about
natural gas gathering services may register such complaints with the
Conservation Division using the Commission Gas Gathering Helpline. Conservation
Division staff shall answer calls to the Helpline from 8:00 a.m. to 4:30 p.m.
on all regular Commission business days. The Helpline shall record the
information sought in OAC
165:5-23-3(a)
of this Subchapter, shall instruct the caller that a Notice of Intent to
Mediate containingthe same information must be filed to commence the informal
dispute resolution procedure and that the Notice of Intent to Mediate and any
attachments must be served by registered mail, facsimile or personal delivery
on the Respondent, and shall inform the caller that there is no filing fee
charged for a Notice of Intent to Mediate, but a $5.00 fee per participant will
be charged for any informal dispute resolution procedure that is commenced. Any
Complainant calling the Helpline will be referred to appropriate Conservation
Division staff for further information. The Helpline shall neither record nor
act upon any anonymous complaints under this subsection.
