Okla. Admin. Code § 655:1-1-13 - Document quality consideration
The Office of the Secretary of State retains the right to refuse to file any document which is illegible, written in pencil, cannot be copied or microfilmed, or otherwise deemed not acceptable for filing due to poor quality or condition.
