Okla. Admin. Code § 655:1-1-15 - Processing of mail
Mail received by priority mail service, including but not limited to, Federal Express, express mail or certified mail, shall be treated the same as mail received from the post office. This mail will be processed with that particular day's mail and will not receive preference.
