(1) The Department
or the CDDP shall recruit foster providers who have the abilities and
commitment to carry out the responsibilities set forth in these rules to meet
the Department's specific need for homes. The Department shall determine which
applicants are certified. The CDDP staff shall determine which home is best for
a particular child.
(2) A foster
provider must be a responsible, stable, emotionally mature adult who exercises
sound judgment and has the capacity to meet the mental, physical, and emotional
needs of a child placed in foster care.
(3) A foster provider must demonstrate the
following traits:
(a) Capacity to give and
receive affection;
(b) Kindness;
(c) Flexibility;
(d) A sense of humor; and
(e) The ability to deal with frustration and
conflict.
