provided in section (2) below, an offender may not submit more than two new
grievances in any one week or six in any calendar month. A week is defined as
Sunday through Saturday.
(a) New grievances
submitted in excess of two grievances in any one week or six in any calendar
month will be denied and returned to the offender.
(b) Grieving multiple staff involved in one
incident counts as filing one grievance.
(2) An offender may submit more than two
grievances in any one week or six in any calendar month only in an exceptional
situation. The offender must clearly identify in the grievance the exceptional

an emergency, as defined in OAR 416-020-0010(1).
