(1) Oregon
State Library is authorized to negotiate and contract with commercial database
providers on behalf of public, school, academic, and tribal libraries to
provide access to electronic databases. The statewide database subsidy program
is established under the provisions of this division to assist eligible public,
academic, school and tribal libraries to participate in the statewide
electronic database program. The Oregon State Library is authorized to collect
and administer funds from public and academic libraries in payment for such
databases.
(2) Oregon State Library
is authorized to provide a statewide cooperative reference service that enables
all Oregonians to obtain information from library staff at cooperating
libraries using advanced Internet technologies. The statewide cooperative
reference service program is established under the provisions of this division
to provide this cooperative service and to provide other assistance to public,
academic, school and tribal libraries to improve their reference services using
advanced Internet technologies. The Oregon State Library is authorized to
collect and administer funds from public and academic libraries to provide
partial support for the statewide cooperative reference service program in an
amount to be determined annually by the State Library Board. The Oregon State
Library is authorized to provide a statewide cooperative reference service
directly or by contracting with one or more libraries to provide the service.
