Or. Admin. R. 603-011-0212 - [Effective until 10/12/2024] Diseases Reportable by Veterinarians
(1) Any person
practicing veterinary medicine in this state shall immediately notify the
department by telephone upon observing any of the following abnormalities in
any species of livestock:
(a) Any
unidentified vesicular disease;
(b)
Any exotic disease or foreign animal disease, even if only suspected;
(c) Any disease of unknown etiology
exhibiting highly pathogenic or lethal effect; or
(d) Any exotic vector (flies and fly larvae,
mites, and ticks); or
(e) Any
disease, infection, or infestation in domestic or wild animals that is a threat
to terrestrial animals, aquatic animals, or humans, and meets any one of the
following criteria:
(A) An unknown agent is
causing disease in a herd, flock, or premise and has the potential to result in
a significant animal or public health impact, and applied diagnostic tests have
yielded negative or non- definitive results; or
(B) A newly identified agent is causing
disease in a herd, flock, or premise and has the potential to cause significant
animal or public health impact, or is occurring in multiple herds, flocks, or
premises; or
(C) A previously
identified or known pathogenic agent that has a change in epidemiology, such
as:
(i) Unexpected production impacts or
morbidity/mortality over a previously defined range for the agent;
(ii) Expanded host range; or
(iii) Change in geography of an agent with
the potential to cause a significant animal or public health impact.
(2) Any
person practicing veterinary medicine in this state shall immediately notify
the department by telephone upon observing clinical evidence of any of the
following diseases in any species of livestock.
(a) Multiple-Species Diseases:
(A) Akbane;
(B) Anthrax (Bacillus anthracis);
(C) Bovine Tuberculosis (Mycobacterium
bovis);
(D) Bluetongue (serotype
8);
(E) Brucellosis (Brucella
abortus);
(F) Brucellosis (Brucella
mellitensis);
(G) Brucellosis
(Brucella suis);
(H) Crimean-Congo
hemorrhagic fever;
(I) Epizootic
hemorrhagic disease;
(J) Equine
encephalomyelitis (Eastern);
(K)
Equine encephalomyelitis (Western);
(L) Equine encephalomyelitis
(Venezuelan);
(M) Foot and mouth
disease;
(N) Glanders (Burkholderia
mallei);
(O) Heartwater (Cowdria
ruminantium);
(P) Japanese
encephalitis;
(Q) Melioidosis
(Burkholderia pseudomallei);
(R)
New World screwworm (Cochliomyia hominivorax);
(S) Old World screwworm (Chrysomya
bezziana);
(T) Pseudorabies
(Aujesky's disease);
(U) Rabies;
and
(V) Rift Valley
fever;
(W) Rinderpest;
(X) SARS-CoV-2;
(Y) Surra (Trypanosoma evansi);
(Z) Trichinellosis (Trichinella
spp.);
(AA) Vesicular Stomatitis.;
and
(BB) West Nile
virus.
(b) Avian
Diseases:
(A) Duck viral hepatitis (duck
hepatitis A virus) (domestic poultry);
(B) Fowl typhoid (Salmonella entirica -
Gallinarum);
(C) Highly pathogenic
avian influenza (all birds);
(D)
Low pathogenic avian influenza (H5 or H7 subtypes) (domestic
poultry);
(E) Pullorum disease
(Salmonella enterica - Pullorum);
(F) Salmonella enteritidis;
(G) Turkey rhinotracheitis (avian
metapneumovirus) (domestic poultry); and
(H) Virulent Newcastle disease (domestic
poultry).
(c) Bovine
Diseases:
(A) Babesiosis (Babesia bovis, B.
bigemina);
(B) Bovine spongiform
encephalopathy;
(C) Contagious
bovine pleuropneumonia (Mycoplasma mycoides mycoides);
(D) Hemorrhagic septicemia (Pasteurella
multocida, serotypes B/Asian or E/African);
(E) Lumpy skin disease;
(F) Malignant catarrhal fever; and
(G) Theileriosis (Theileria annulate, T.
parva);
(H) Trichomoniasis.
(Tritrichomonas foetus); and
(I)
Trypanosomosis (Tsetse-transmitted) (Trypanosoma congolense, T. vivax, T.
brucei brucei).
(d)
Caprine and Ovine Diseases:
(A) Contagious
caprine pleuropneumonia (Mycoplasma capricolum capripneumoniae);
(B) Mange (Sarcoptes scabiei var ovis,
Choriptes bovis, Psoroptes ovis, Psoroptes cuniculi, Psoregates
ovis);
(C) Nairobi sheep
disease;
(D) Peste des petits
ruminants;
(E) Scrapie;
and
(F) Sheeppox and
goatpox.
(e) Equine
Diseases:
(A) African Horse
Sickness;
(B) Contagious equine
metritis (Taylorella equigenitalis);
(C) Dourine (Trypanosoma
equiperdum);
(D) Equine infectious
anemia;
(E) Equine piroplasmosis
(Theileria equi, Babesia caballi);
(F) Equine rhinopneumotitis/ equine
herpesvirus-1 myeloencephalopathy (EHV1-EHM); and
(G) Hendra virus.
(f) Farmed Cervid Diseases: Chronic wasting
disease.
(g) Lagomorph (Rabbits
& Hares) Diseases:
(A) Myxomatosis;
and
(B) Rabbit hemorrhagic
disease.
(h) Porcine
Diseases:
(A) African swine fever;
(B) Classical swine fever;
(C) Nipah virus;
(D) Swine vesicular disease; and
(E) Vesicular examthema,
(i) Other Diseases:
(A) Camelpox; and
(B) Leishmaniasis (Leishmania
spp.).
(3)
Any person practicing veterinary medicine in this state shall notify the
department on forms provided by it, within 15 days of laboratory confirmation
of any of the following diseases. Automatic reporting by diagnostic
laboratories may fulfil a veterinarian's reporting requirement:
(a) Multiple-Species Diseases:
(A) Bluetongue (serotypes other than
8);
(B) Echinococcosis/hydatidosis
(Echinococcosis granulosis, E. multilocularis);
(C) Paratuberculosis (Johne's disease)
(Mycobacterium avium paratubercuosis);
(D) Q fever (Coxiella burnetii);
and
(E) Tularemia (Francisella
tularensis).
(b) Avian
Diseases:
(A) Avian chlamydiosis (psittacosis
and ornithosis) (Chlamydophila psittaci);
(B) Avian Infectious bronchitis;
(C) Avian infectious
laryngotracheitis;
(D) Avian
mycoplasmosis (Mycoplasma gallisepticum);
(E) Avian mycoplasmosis (Mycoplasma
synoviae);
(F) Infectious bursal
disease (gumboro disease); and
(G)
Infectious coryza (Avibacterium paragallinarum).
(c) Bovine Diseases:
(A) Anaplasmosis (Anaplasma marginale, A.
centrale);
(B) Bovine genital
campylobacteriosis (Campylobacter fetus venerealis);
(C) Bovine viral diarrhea;
(D) Enzootic bovine leukosis;
(E) Infectious bovine
rhinotracheitis/infectious pustular vulvovaginitis; and
(F) Malignant catarrhal fever (Ovine
herpesvirus 2, alcelaphine herpesvirus 1).
(d) Canine and Feline Diseases:
(A) Canine Distemper Virus;
(B) Canine Parvovirus;
(C) Feline Panleukopenia;
(D) Heartworm disease; and
(E) Virulent Feline Calicivirus.
(e) Caprine and Ovine Diseases:
(A) Caprine arthritis and
encephalitis;
(B) Contagious
agalactia (Mycoplasma agalactiae, M. capricolum capricolum, M. putrefaciens, M.
mycoides capri);
(C) Enzootic
abortion of ewes (Chlamydia abortus);
(D) Maedi-visna/ovine progressive
pneumonia;
(E) Ovine epididymitis
(Brucella ovis); and
(F)
Salmonellosis (Salmonella abortus ovis).
(f) Equine Diseases:
(A) Equine influenza (virus type
A);
(B) Equine rhinopneumonitis
EHV-1 (non EHM);
(C) Equine viral
arteritis;
(D) Pigeon fever
(Corynebacterium pseudotuberculosis, ulcerative lymphangitis); and
(E) Strangles (Streptococcus equi
equi).
(g) Porcine
Diseases:
(A) Cysticercosis (Taenia solium, T.
saginata);
(B) Porcine reproductive
and respiratory syndrome;
(C) Swine
Enteric Coronavirus Diseases (SECD) (Porcine Epidemic Diarrhea Virus (PEDv),
Porcine Delta Coronavirus (PDCoV));
(D) Swine Influenza; and
(E) Transmissible gastroenteritis.
