Or. Admin. Code § 413-070-0020 - Denial of Opportunity to Be an Adoptive or Foster Parent Based on Race, Color, or National Origin Prohibited
(1) Except as provided in section (2) of this
rule, the Department and entity may not deny to any individual the opportunity
to become an adoptive or foster parent on the basis of the race, color, or
national origin of the individual or the child involved, nor may the Department
and entity use race, color, or national origin to screen or assess prospective
foster or adoptive applicants.
(2)
The Department and entity may consider the willingness and ability of the
prospective foster or adoptive parent to care for a child of a different race,
color, or national origin as a factor when placing a child.
