(1) Every child
needs and deserves a safe, nurturing, and permanent home.
(2) Creating a legal child parent
relationship is the final goal of adoption.
(3) Expediting legalization of adoption is
desirable if the interests of the child and adoptive family are protected and
basic requirements met.
