an application for a certificate of compliance with the Department in
accordance with Chapter 20 (relating to licensure or approval of facilities and
agencies). Facilities shall meet both the requirements of Chapter 20 and this

constitute a certificate to operate pending Departmental approval.

once per year, and are subject to visits by the Department's designee at other
times at the Department's discretion. The facility shall provide information
concerning program and fiscal operation at the Department's
request.
