In August 1981, Congress passed Public Law 97-35 which amended Title XX to create the Social Services Block Grant (SSBG). The primary responsibility for the program was given to the states with flexibility, within broad federal guidelines, to develop and administer social service programs reflective of state priorities and concerns. The State Health and Human Services Finance Commission has been designated as the agency to administer the program in South Carolina.
