The rule-making authority for this article, which was contained in SDCL 27B-2-11, was transferred from the Department of Social Services to the Department of Human Services by SL 1989, ch 21, ยง 120. With the adoption under that authority of rules for developmental disabilities services in Articles 46:10 and 46:11 by the Department of Human Services, effective February 13, 1996, this article was transferred to Article 46:12 and reprinted.
