When the CRD director determines that the alleged
discriminatory practices contained in a complaint are pervasive or
institutional in nature, or that the processing of the complaint may involve
complex issues, questions of first impression, or may affect a large number of
people, the CRD director may identify it as a pattern and practice complaint.
This determination can be based on the face of the complaint or on information
gathered in connection with an investigation. Pattern and practice
investigations may focus not only on documenting facts involved in the
complaint but also on review of other policies and procedures to ensure
compliance with the nondiscrimination requirements of the Texas Fair Housing
Act.
