12 Va. Admin. Code § 5-191-120 - Federally required assurances and certifications
A. The Children with Special Health Care
Needs Program is funded by the Title V of the federal Social Security Act ,
Maternal and Child Health Services Block Grant, which is matched by state
funds. The department is required to comply with the following:
1. Civil Rights Assurance ( 45 CFR Part 80
).
2. Assurance concerning the
Handicapped ( 45 CFR Part 84 ).
3.
Assurance concerning Sex Discrimination ( 45 CFR Part 86 ).
5. Human Subjects Certification, when
applicable ( 45 CFR Part 46 ).
6.
Certifications regarding Drug-free Workplace, Debarment and Suspension,
Lobbying, Program Fraud Civil Remedies, and Environmental Tobacco
Smoke.
7. Regulatory Provisions for
Block Grants ( 45 CFR
96.50(e) ).
B. For funding received from other
federal sources, the department is required to comply with the Office of
Management and Budget Circular A-87, "Cost Principles for State, Local, and
Indian Tribal Governments" as published in 67 FR 52558.
