Wash. Admin. Code § 132P-116-200 - Pedestrian's right of way
(1) The
operator of a vehicle shall yield the right of way for any
pedestrian.
(2) Whenever any
vehicle slows or stops to yield to pedestrian traffic, the operator of any
other vehicle approaching from the rear shall not overtake and pass such
vehicle.
(3) Where a sidewalk is
provided, pedestrians shall proceed upon such a sidewalk.
