Wash. Admin. Code § 132X-50-250 - Pedestrian's right of way
(1) The
operator of a vehicle shall yield right of way to any pedestrian. Pedestrians
shall not leave a curb or other place of safety and walk or run into the path
of an oncoming vehicle.
(2) When a
sidewalk or crosswalk is provided, pedestrians shall proceed upon the sidewalk
or crosswalk.
