Wash. Admin. Code § 173-423-020 - Applicability
This chapter applies to all passenger cars, light-duty trucks, medium-duty passenger vehicles, medium-duty vehicles, and heavy-duty vehicles registered, leased, rented or sold for use in Washington, except as provided in WAC 173-423-060 Exemptions.
