Wash. Admin. Code § 173-546-110 - Future changes and transfers
No changes to, or transfers of, existing surface and groundwater rights in the Entiat River basin shall hereafter be granted if they conflict with the purpose of this chapter. Any change or transfer proposal can be approved only if there is a finding that existing rights, including the instream flows established in WAC 173-546-050, will not be impaired.
