Wash. Admin. Code § 296-869-60010 - Workplace survey
You must have the operator survey the area before and during use of an elevating work platform for hazards such as:
(1) Drop-offs or holes;
(2) Slopes;
(3) Bumps and floor obstructions;
(4) Debris;
(5) Overhead obstructions and high voltage
conductors;
(6) Hazardous
locations;
(7) Inadequate surface
and support to withstand the load imposed on them by the elevating work
platform in all operating configurations;
(8) Wind and weather conditions;
(9) Unauthorized persons in the
area;
(10) Other possible unsafe
conditions.
