W. Va. Code R. § 64-10-2 - Application and Enforcement
2.1.
Application. The provisions of this rule are applicable to all law enforcement
agencies and personnel engaging in breath, blood, urine, alcohol and/or drug
analysis in this state; and to those persons suspected of driving under the
influence of alcohol or drugs, or both.
