W. Va. Code R. § 64-49-6 - Priority Ranking Procedure
6.1. The division shall develop an annual
intended use plan indicating how the drinking water treatment revolving fund
will be used. The division shall give the highest priority to projects that:
6.1.a. Address the most serious health
risks;
6.1.b. Are necessary to
achieve compliance; and
6.1.c.
Assist those systems most in need on a per household basis.
6.2. The intended use plan shall
include criteria for bypass procedures which identify the conditions which
would allow a project to be bypassed and the way in which the division will
identify projects to receive the bypassed funds.
6.3. The intended use plan shall undergo
public review and shall be submitted to the U. S. Environmental Protection
Agency for approval.
