(1) The director
shall instruct all applicants to omit any reference to political affiliations,
identifying information such as social security number, ethnicity, gender,
photos, and any other non-job related information from their application
materials including resumes, cover letters, and training and experience

shall instruct panel members who recognize the identity of applicants to
disqualify themselves from screening an applicant whom they cannot objectively
(2) The director shall
provide appropriate security for all competitive procedure materials.
