The purpose of this chapter is to allow and encourage, to
the maximum extent possible, the beneficial use of industrial byproducts in a
nuisance-free manner that is protective of public health and the environment
and in accordance with good engineering practices. The department encourages
the beneficial use of industrial byproducts to preserve resources, conserve
energy, and reduce or eliminate the need to dispose of industrial byproducts in
