91-1075 BAILES, GEORGE V. UNITED STATES
The petition for a writ of certiorari is granted. The judgment is vacated and the case is remanded to the United States Court of Appeals for the Eleventh Circuit with instructions to remand the case to the United States District Court for the Northern District of Alabama with instructions to vacate with prejudice that aspect of the district court's award that represents the "doubling" of damages as suggested by the Solicitor General in his brief for the United States filed April 1, 1992, and for further appropriate proceedings.

Lawrence Fox, of Alexandria, Virginia, has resigned from the practice of law before the Supreme Court of Virginia and this Court by order of March 2, 1992, having suspended the said H. Lawrence Fox from the practice of law in this Court and directed that a rule issue requiring him to show cause why he should not be disbarred; And it appearing that the said rule was duly issued and served upon the respondent and that the time to file a response has expired; It is ordered that the said H. Lawrence Fox be disbarred from the practice of law in this Court and that his name be stricken from the roll of attorneys admitted to practice before the Bar of this Court. It having been reported to the Court that Arnold I. Kramer, of Chicago, Illinois, has been disbarred from the practice of law by the Supreme Court of Illinois and this Court by order of March 2, 1992, having suspended the said Arnold I. Kramer from the practice of law in this Court and directed that a rule issue requiring him to show cause why he should not be disbarred; And it appearing that the said rule was duly issued and served upon the respondent and that the time to file a response has expired; It is ordered that the said Arnold I. It is ordered that Norris Muldrow, of Cincinnati, Ohio, be suspended from the practice of law in this Court and that a rule issue, returnable within forty days, requiring him to show cause why he should not be disbarred from the practice of law in this Court. 119 Orig. CONNECTICUT, ET AL. V. NEW HAMPSHIRE It is ordered that the Honorable Vincent L. McKusick, retired Chief Justice, Supreme Judicial Court of Maine, be appointed Special Master in this case with authority to fix the time and conditions for the filing of additional pleadings and to direct subsequent proceedings, and with authority to summon witnesses, issue subpoenas, and take such evidence as may be introduced and such as he may deem it necessary to call for. The Master is directed to submit such reports as he may deem appropriate. The compensation of the Special Master, the allowances to him, the compensation paid to his legal, technical, stenographic, and clerical assistants, the cost of printing his report, and all other proper expenses, including travel expenses, shall be charged against and be borne by the parties in such proportion as the Court may hereafter direct. Justice Souter took no part in the consideration or decision of this order.
