Section 4 of act Apr. 21, 1948, provided: “There is hereby authorized to be appropriated to the Department of Agriculture such funds as may be necessary to carry out this Act [sections
436 to
438 of this title]. The authority of the Department of the Army to conduct a remount breeding program is hereby abolished. Funds appropriated pursuant to this Act [said sections] shall be available for necessary administrative expenses, including personal services in the District of Columbia, printing and binding, and purchase or hire of passenger motor vehicles.”
