A United States flag [1] vessel eligible to carry cargoes under sections
1241f through
1241h of this Appendix means a vessel, as defined in section
3 of title
1, that is necessary for national security purposes and, if more than 25 years old, is within five years of having been substantially rebuilt and certified by the Secretary of Transportation as having a useful life of at least five years after that rebuilding.
